The speed-changing transmission device is characterized in that the speed-changing transmission device comprises a fixed half wheel of a driven speed-changing V-belt pulley fixed to the end of the spindle, a movable half wheel of a driven speed-changing V-belt pulley sleeved on the spindle and plugged with the fixed half wheel, and a bearing mounted on the movable half wheel. The push-pull arm at the end of the wheel, the compression spring installed between the push-pull arm and the headstock, the rack fixed on the push-pull arm parallel to the main shaft and slidable in the hole of the headstock, the gear shaft with the meshing end of the rack passing through the headstock, the eccentric wheel with a handle installed in the open groove at the end of the gear shaft with a small shaft, the movable half wheel and the fixed half wheel of the active speed-changing V-belt wheel installed on the motor shaft or its connecting shaft, the compression spring installed between the movable half wheel and the retaining ring at the end of the motor shaft or its connecting shaft, and the V-belt installed on the active and driven speed-changing V-belt wheels.
